How to Comment on the Draft DRECP and EIR/EIS

When submitting comments via e-mail, please use either Microsoft Word format or Portable Document Format (PDF). Please also include "DRECP NEPA/CEQA" in the subject line or your email comment or first paragraph of your mail comment.
When submitting comments on the Draft DRECP and EIR/EIS, please include the name and means of contact for a person who would be available for later consultation if necessary. Please note that public comments and information submitted will be available for public review at www.drecp.org.
Before including your address, phone number, email address, or other personal identifying information in your comment, be aware that any information submitted as part of your comment will become part of the public record. Additionally, this information may become available via Google, Yahoo, and any other internet search engines. You may choose to withhold contact information, but the agencies will not be able to consult with you if clarification of your comment is needed. While you may request in your comment to withhold your personal identifying information from public review, agencies cannot guarantee the ability to do so.

The Agencies welcome your substantive comments and offer the following guidance regarding submission of comments on the Draft DRECP and EIR/EIS, in accordance with the National Environmental Policy Act (NEPA) (42 U.S.C. § 4321 et seq.) and California Environmental Quality Act (CEQA) (Cal. Pub. Resources Code, § 21000 et seq.).
The Agencies are required by NEPA and CEQA to respond to substantive comments and comments that raise significant environmental issues. (See 42 U.S.C.A. § 4331; 40 C.F.R. § 1503.4; Cal. Pub. Resources Code, § 21091; Cal. Code Regs. tit. 14, §§ 15088, 15132(d).)
Examples of substantive comments and comments that raise significant environmental issues include those that address the following:
- Issues requiring clarification or modification of an alternative,
- Issues requiring development of an alternative that was not previously given serious consideration,
- Issues that would lead to a revised or supplemental EIS/EIR,
- New information,
- Missing information, or
- Flawed analysis that would substantially change conclusions.
The Agencies are making available the DRECP Gateway to assist in the public comment process. The DRECP Gateway is a geospatial data management tool built by the Conservation Biology Institute and populated with data by the Agencies and other parties. The DRECP Gateway was constructed to promote scientific quality while supporting high levels of transparency, flexibility, and information dissemination.
The DRECP Gateway contains all the data sets used in the development of the Draft DRECP and EIR/EIS. With mapping tools provided within the DRECP Gateway, you can work with the DRECP Alternative Maps to:
- View and analyze geospatial data;
- Overlay datasets;
- Combine your own data with data on the Gateway;
- Insert comments into the maps;
- Save, download, and print information and maps for inclusion with your written comments.
Use of the DRECP Gateway is optional and Use of the DRECP Gateway or its map review tools is not necessary to review, understand, or comment on the DRECP and EIR/EIS.
